Accounting

Certificate on the Financial Statements

An accounting certificate must be drawn up in connection with the final report of projects within framework programs if reported costs exceed a threshold value.

The threshold for H2020 projects is requested contribution equal to or above €325,000 for direct costs.

The threshold value for HEU is requested contribution equal to or above €430,000 for direct and indirect costs.

The certificate consists of two documents, Terms of reference and a review report. The certificate must be uploaded electronically in connection with the final financial report in the EU portal. The signed original is kept at the department. Please note! Only one document can be uploaded in the Final Financial Statement. Make the two documents, the Terms of reference and the review report, into one single PDF before uploading.

Audit by the European Commission

The Commission may – at any time up to two years after the final payment – conduct an audit of the actual costs.
